1. Open your photo, and color it.
2. Then duplicate your background, and desaturate it. Make the blend mode, Lighten. Then move it over to the right alittle bit, and erase the parts you dont want. Example
3. Then go up to Filter>Blur>Motion Blur. (Still on your duplicated layer), and just mess with the settings to your likings. Then click ok. Example
4. Then fade the duplicate layer alittle, add your text, and you're done!

how do you fade the picture? o.o
for some reason, it doesn't work for me when i do it this way. so, can you do this one, just like the way your doing the new ones? :x
